W.D. Baldwin is a Florida PE and graduate of Iowa State University with 30 years of experience in planning, design, construction, and maintenance of engineering projects. His expertise in transportation includes highway operations focusing on work zones, traffic analysis, roadway safety analysis, connected vehicles, and intelligent transportation systems. W.D. is currently the GEC consultant project manager for the team supporting the CAV/STAMP/ML activities under the FDOT’s Connected Mobility and Technologies Program. Prior to moving to Florida, he was the Traffic Lead for the WSDOT State Route 520 Floating Bridge Program in Seattle and led statewide work zone efforts for bridge replacement programs in Oregon and Pennsylvania. Before joining HDR, he worked for the Iowa DOT in the Office of Design, spent time as a district maintenance engineer and later served as the state’s first ITS engineer. Since 2010 he has championed the improvement of work zone safety and mobility utilizing ITS technologies
