Jason Watts is a transportation planning and legal professional with more than fifteen years of experience in project development, complex procurements, environmental project evaluations, and large-scale alternative delivery projects. He currently serves as FDOT’s GEC Program Director and leads HNTB’s Tallahassee and Chipley locations. He previously served as the Director of Environmental Management for the Florida Department of Transportation and has served as FDOT’s Chief Counsel for Contracts and has been instrumental in all Department alternative delivery methodologies and practices. He has experience in developing Design-Build and Phased Design-Build procurement documents (including the Westshore Interchange and the Sanibel Causeway Emergency Restoration projects), public-private partnerships, statewide policies, leading teams of multiple agencies and partners, contract and risk management, analyzing environmental data leading to NEPA approvals, and negotiating solutions to complex project development concerns.
