Holly Cohen, AICP has worked in planning for over 16 years. In the Freight and Rail Planning Administrator role for the Florida Department of Transportation (FDOT) she supports the development of Florida's rail system, both passenger and freight, and Florida's multimodal freight programs. Efforts include overseeing statewide plan development, implementation via funding programs, research, policy guidance, and contract management. Collaboration within FDOT and across agency and industry partners is a critical aspect of this role and the success of addressing emerging challenges including truck parking. Holly has additional experience with mitigation planning for emergency management, legislative support, and local government.
