Mr. Moscoso works as in-house consultant support for HDR, inc. in the Modal Development Office for the Florida Department of Transportation (FDOT) District Six as well as the Freight and Rail Office in Tallahassee. He is a graduate from Florida State University with a Masters of Science in Urban and Regional Planning and a Masters of Science in International Affairs. He began his career at the FDOT as an intern with the Freight Logistics and Passenger Operations office to now, followed by a few years working for Amazon logistics before returning to an in-house role at FDOT. His primary Central Office duties involve providing assistance to the districts for National Highway Freight Program (NHFP) project application and selection. As well, he provides guidance and liaison between the districts and FHWA for designation of the National Highway Freight Network in Florida. In District Six he supports the Modal office in the submission of Federal grants as well the completion of the many freight studies and projects ongoing throughout the district. He has recently been updating the FDOT Freight Mobility and Trade Plan update for 2024.
