Evolution of Pavement Technology - (10/2025)

Across Florida, pavement technology is evolving to better balance safety, performance, and longevity. This session explains why FDOT uses Open-Graded Friction Courses (FC-5) on high-speed roadways to reduce hydroplaning, while addressing their shorter 12–14-year life versus dense-graded mixes. We’ll cover the history of OGFCs in Florida, introduce FC-7, a next-generation OGFC with improved durability, and outline policy/spec updates in progress. We also preview FDOT’s shift from subjective visual surveys to AI-enabled 3D imaging that measures cracking, rutting, ride, and raveling statewide each year. With new raveling detection, statewide maps/segmentation, and a new PCS rating that considers raveling as a standalone metric, FDOT is building an OGFC-only resurfacing program. The result: smarter project selection, fewer emergency repairs, and estimated paving cost reductions up to 53% on targeted segments, without compromising safety.
