Engineer's Estimates

In response to escalating project costs, for the last 18-months, FDOT has utilized Independent Project Costs (IPCs) to validate Work Program budgets for large projects. The use of IPCs has enabled FDOT to adjust Work Program commitments more proactively. In order to support the mission of FDOT’s Forecasting and Performance Office, the procedures for preparing IPCs are being codified into a new Independent Project Cost Handbook (IPC Handbook). Along with this handbook, an Engineer’s Handbook has also been created and updates are being made to the Estimates Handbook so that all three contributors to project cost projections are aligned. FDOT intends that projects expected to cost $100 million or greater will have and IPC prepared early and updated frequently as the project develops. This presentation will provide a brief review of the history of the use of IPCs by FDOT, benefits that have been realized to date, and discuss elements of the IPC procedures that design engineers may be interested in.
